The scale is supposed to be as follows: scenery tourism place of 621 hectares, tourism facilities of 219 hectares, a water area of 820 hectares and some land for other purposes.

The fixed asset of the project is RMB 110 million Yuan, among which the recent scenic port construction costs RMB 8.25 million Yuan, recent road facilities need RMB 12.74 million Yuan, and recent capital construction needs RMB 10.2 million Yuan. The project needs circulating fund of RMB 10 million to RMB20 million Yuan. The yearly visitors will amount to 300,000 to 500,000. The yearly output value will exceed RMB300 million Yuan after building up the project. The rate of incestment returns is no less than 35%; investment tax rate is 40%. The payback period of investment of fixed asset is 3 years. The visiting scenic spots and historical sites, aquatic entertainments, angling, sports and fitness, will be offered after the project is built up.

The total investment of the project is RMB130 million Yuan (approximately equal to US$1566 million).
